What is PACTE Industrie?
PACTE Industrie (Parcours Accompagnement et Compétences pour la Transition Energétique de l’Industrie) is a new CEE program enabling manufacturers to embark on their energy and low-carbon transition .
Launched in 2023 byADEME andATEE, the PACTE Industrie program is a “multimodal” pathway that includes training as well astechnical support.
Through PACTE Industrie, the French government aims to reconcile the environment and industry by accelerating the decarbonization of the latter through :
- PROREFEI training
- Strategic and operational energy support
- Financing assistance
Each industry sector has its own dedicated aid scheme, and the PACTE Industrie program can be chosen according to your needs:
- For technical energy advisors: training and support on the energy mix are agreed.
- For executives and CSR managers: training and support to help you build and assess your decarbonization strategy.
- For CFOs: training is provided to help you understand how to finance your projects. Support is also available for your low-carbon investment projects.

1. Energy mix
What role do you play in supporting manufacturers?
“We help you understand the different possibilities for decarbonizing your energy mix through a study. The idea is to assess the best opportunities within your industrial and geographical context so you can make the most relevant decisions about your energy transition.”
What are the prerequisites for you to be able to support us in this phase?
“You must either have completed an energy audit less than 4 years old, or a recent energy review less than 3 years old.”
What does Dametis offer?
“We will approach this service in different stages. We’ll start by looking at all the possible decarbonization solutions. This will give you an overview of existing solutions.
We will then carry out a multi-criteria analysis, covering the technical, energy, environmental and economic aspects of your industry.
Finally, following these two analyses we’ll identify which solutions are best suited, for you, and which will prove to be effective in achieving your industry’s set objectives.”
This study is required as part of a “Trajectoire Industrie Bas Carbone” (TIBC) program, but can also be carried out independently. Let’s draw your low-carbon trajectory together.

2. Trajectory
Dametis and 02M have joined forces to present you with the best investment paths for your various energy levers.
The prerequisites are as follows: You will need to carry out at least one study of opportunities for changing the energy mix (Task 1) in parallel with this task (Task 2).
This service, linked to the investment trajectory, includes :
- Quantifying the financial stakes
- Estimated benefits in terms of greenhouse gas emissions
