The Certificats d’Économies d’Énergie (CEE) scheme is a mechanism set up in France to encourage the energy transition.
It is based on the “polluter pays” principle, whereby energy suppliers (electricity, gas, fuel oil, etc.), known as “obligés”, are obliged to finance energy-saving actions in proportion to their sales volumes.
ADEME grants

This is not direct financial aid as such, but a priority framework for access to funding, engineering, and administrative simplification.
