What is PACTE Industrie?
Industry Pact (Accompaniment and Skills Program for the Energy Transition of the Industry) is a new CEE program that allows industrial companies to engage in their energy and low-carbon transition.
Launched in 2023 by ADEME and ATEE, the Industry Pact program is a “multimodal” journey that includes training as well as technical support.
Through Industry Pact, the State aims to reconcile environment and industry by accelerating the decarbonization of the latter through:
- PROREFEI training
- Strategic and operational energy support
- Financial assistance
- For energy technical referents: training and support on the energy mix are provided
- For executives and CSR managers: training and support are planned to help you build and assess your decarbonization strategy
- For CFOs: training is planned to help you understand how to finance your projects. Support is also provided for your low-carbon investment projects.

What is your role in supporting industrial companies?
“We help you understand the different decarbonization possibilities for your energy mix through a study. The idea is to evaluate the best opportunities within your industrial and geographical context in order to enable you to make more informed decisions regarding your energy transition.”
What are the prerequisites for us to support you in this phase?
“You must have either conducted an energy audit within the last 4 years or a recent energy review within the last 3 years.”
What does this service entail at Dametis?
“We will approach this service in different stages. We will start by exploring all possible decarbonization solutions. This way, you will have an overview of the existing solutions.
Next, we will conduct a multi-criteria analysis, which combines the technical, energy, environmental, and economic aspects of your industry.
Finally, following these two analyses, we will identify the most suitable solutions for you, which will prove to be effective in achieving the set objectives for your industry.”
This study is necessary within the framework of “Low Carbon Industry Trajectory” (LCIT) support, but can also be carried out independently. Let’s together outline your low-carbon trajectory.

The requirements are as follows: You will need to conduct at least one study on opportunities for evolving your energy mix (Service 1) alongside this service (Service 2).
This service related to the investment path includes:
- Financial stakes estimation
- Evaluation of benefits in terms of greenhouse gas emissions
